Design & Build
Construction of a new two storey 1FE Primary School, providing 210 primary and 26 nursery places to the local area of Lichfield.
Delivered on behalf of Staffordshire County Council through the Constructing West Midlands (CWM) Framework, design and project managed by Entrust and Architects, Arc Partnership Arc Partnership | Better Built Environments (arc-partnership.co.uk), the school has been constructed in response to local demand for primary places due to new housing developments within the Staffordshire area.
The project was designed to the ‘Touchstone’ school model, which aims at standardising the design, specification and spatial arrangements to provide build efficiencies and the optimum learning environment. The facility comprises nine classrooms, a library, new catering spaces and an indoor sports hall, the 1,500 sqm site also provides car parking, an outdoor multi-use games area, playing field and landscaping.
The school which is managed by The Arthur Terry Learning Partnership has been designed and built with future expansion in mind to help meet the needs of the local growing pupil population.
The project was constructed adjacent to a new housing development, with some new homes already occupied and others being constructed, therefore close liaison was established and maintained with the adjacent house builder and surrounding residents throughout the project. Regular newsletters were issued to residents to keep them informed of progress and planned works, with contact details of the site management team provided for any queries.
Vehicular access/egress, traffic management plans and logistics were shared and agreed with the adjacent house builder to co-ordinate works for both sites and ensure deliveries arrived at separate and off-peak times, minimising disruption to the neighbouring roads and residents.
Whilst on site, G F Tomlinson provided a total of £276,996 in social value added contribution, comprising of supporting young people into work with 507 hours of work experience provided, including a two-week work placement for Nottingham Trent University student, Adem which resulted in G F Tomlinson offering Adem full-time employment under the Technical Trainee scheme.
During the project, we also hosted multiple site tours for local school pupils, including an ‘Open Doors’ Interactive Workshop which was designed to inspire local young people by making them aware of the employment opportunities that were available to them in the local area. Students worked in teams to assist the Site Manager in inspecting any snags, recording these and identifying any areas in need of rectification.

We recycled 98% of our construction waste and 86% of local labour was sourced within 40 miles of site, contributing positively to the local environment and the national carbon net-zero agenda.
The project was shortlisted for ‘Building Project of the Year’ at the Constructing Excellence West Midlands awards.
As part of our on-going working relationship with Staffordshire County Council, the Anna Seward Primary School is the sixth project to be delivered, increasing more school places within the Staffordshire area.
